Hokay.
So, what IS it? A bustle?
Under structures, baby! A year or so from now you might see a movie with a beautiful woman in a ball gown with a huge full skirt, but what you won’t see on camera is the boned satin foundation and all the tulle underneath.

I think it was impressive enough to just “glide” across the stage in that thing. (I had trouble getting through doorways on the way to the stage)
When I was a dancer I once had to “dance” in a huuuge, hooped skirt.
It was an amazing piece of clothing! Luckily I did not have to DO much in it.
Ha! Yeah, the doorway thing is a problem.
You know about how when French ladies started wearing panniers, they had to invent the French door?
